At the start of 2004, a taskforce was set up by the Court of Québec to review the administration of justice in Native communities. The aims of the taskforce were to

• produce a report identifying the main problems and needs
• propose a vision for the future to guide the Court and other stakeholders in the judicial and administrative process
• suggest concrete measures to introduce changes over the short term.
