This report presents various definitions of SLAPPs (strategic lawsuits against public participation), in other words lawsuits filed by powerful organizations or individuals to intimidate or silence a less powerful critic. It circumscribes the situations and issues involved and assesses the solutions applied in other jurisdictions. After this general review, the committee explores the legal parameters for the situation in Québec, and examines possible ways to deal with the problem.
