The committee’s mandate was to “Examine measures to protect the rights of migrant women who are the victims of trafficking, within the scope of the jurisdiction of the Québec government, and examine the possibility of negotiating an agreement with the federal government concerning this matter”.
The report is based on extensive work. The first section defines the terms used and presents the legal framework. The second section summarizes the information gathered by the committee and presents an overview of human trafficking in Québec while discussing possible solutions. The third section contains the committee’s observations.
