Civil Union
On June 7, 2002, the Assemblée nationale du Québec unanimously passed the Act instituting civil unions and establishing new rules of filiation (bill 84). This law, which came into effect on June 24, 2002, creates a new conjugal institution for couples regardless of their sexual orientation, entitling them to the same rights as married couples: civil union.
The new legislation also brings precise modifications to adoption rules and sets new rules regarding parentage. It recognizes the competence of notaries in performing civil marriages and civil unions, who may also dissolve civil unions if the two partners agree and if they have no children.
Minister of Justice Paul Bégin introduced the draft bill in December 2001 before the Assemblée nationale, and at the same time issued a consultation paper on the subject entitled For Equal Treatment: Civil Union. Approximately 50 people and groups accepted the Ministers invitation and asked to be heard by the commission.
