Call for Projects – Grant Program for Research, Information, Education and Training Pertaining to Assistance for Victims of Crime

The Act respecting assistance for victims of crime (R.S.Q., chapter A-13.2) Clicking on this icon will take you to another website. provides that the Minister of Justice may grant financial assistance to any organization meeting the conditions prescribed by regulation, so as to promote research into any matter pertaining to victim services as well as the development and implementation of informational, educational and training programs.

The Grant Program for Research, Information, Education and Training Pertaining to Assistance for Victims of Crime (the Program) is administered by the Bureau d’aide aux victimes d’actes criminels, or BAVAC, and includes financial support, the rules and conditions for applications, as well as support and advice for individuals and organizations submitting applications for financial assistance.

To qualify for the Program, organizations must satisfy the following conditions:

  • carry out activities and pursue goals that are consistent with the Program;
  • submit a written application for financial assistance to the Bureau d’aide aux victimes d’actes criminels, at the address shown below.
  • Be a non-profit organization legally constituted or recognized organization pursuant to an Act of Québec;
  • Have carried out activities in Québec for more than two years;
  • Be able to demonstrate sound management;
  • Work at the local, regional or provincial level;
  • Engage in activities consistent with the topics covered by the Program;
  • Provide the information and documents required by the Financial Assistance Regulation, namely:
    • its name and the address of its head office;
    • the name, address, telephone number and occupation of the applicant authorized to make the application;
    • the names of the members of the board of directors, their duties and, where applicable, the group or association they represent within the organization;
    • the number of meetings of the board of directors held during the last fiscal year, the date of the last annual general meeting and the number of members present;
    • a short history of the organization, its objectives, relations with the community organizations and resources, its clients and the territory served;
    • the administrative structure of the organization including an indication of the number of persons paid and unpaid and their respective duties;
    • a copy of its deed of incorporation and of its by-laws;
    • the following documents:
      • a certified true copy of the resolution of the board of directors authorizing the applicant to make the application;
      • a copy of the financial report for the last fiscal year adopted at the last annual general meeting and the name of the auditor;
      • a copy of the last annual report of activities adopted at the last annual general meeting;
      • a copy of the organization’s current budget.
    • Concerning the project itself:
      • a description of the project, the clientele covered, a statement of its objectives in relation to assistance for victims of crime, and a plan of operations (including a description of the activities and the deadlines to be met for each activity);
      • a copy of the project budget, including an estimate of the expenses to be incurred and the expected revenues;
      • its administrative structure, including an indication of the number of persons paid and unpaid and their respective duties;
      • the other applications for financial assistance made by the person or the organization, the amount requested and, where applicable, the amount received.
      • other sources of financing.
    • Any other information required by the Act or by the Regulation.

The financial assistance application form and Appendix A must be completed and accompanied by the relevant documents.

Applications for financial assistance will be assessed twice a year. All applications must be sent to the Bureau d’aide aux victimes d’actes criminels, at the address shown below, by March 31 and September 30 of each year.

An advisory committee composed of the BAVAC’s manager and legal advisor, along with a representative from the Secrétariat à l’action communautaire autonome et à l’initiative sociale (SACAIS), will examine the applications and make recommendations to the Minister of Justice, who authorizes the grants.

Before being submitted for evaluation, application forms must be completed in full, and must be accompanied by all relevant documentation.
