(R.S.Q., c. E-20.1) promotes an approach that encourages individuals and organizations to take responsibility for their own actions, in particular by assigning new responsibilities to several government players. Section 61.1 of the Act specifies that every government department or public agency employing at least 50 people and every local municipality with at least 15,000 inhabitants must, each year, adopt an action plan to promote the integration of the disabled in their sector of activity.

More specifically, the Act requires the action plan to identify the barriers to integration handicapped persons encounter and describe the measures to be taken in the coming year to reduce barriers to integration.

To meet this requirement, the Ministère de la Justice recently presented its second annual action plan and a progress report on the measures specified in the first action plan released in December 2005.
