Administrative units under the authority of the Deputy Minister
The Deputy Minister administers the Department with support from the Associate Deputy Ministers. The Deputy Minister is also the Deputy Attorney General and oversees the implementation of the Department's mission and policies.
The Deputy Minister works closely with judges, the bar association (Barreau du Québec), the notaries' association (Chambre des notaires du Québec), the bailiffs' association (Chambre des huissiers de justice du Québec) and other organizations under the authority of the Minister of Justice, and also maintains contact with other bodies working in the fields covered by the Department's mission.
Bureau de la sous-ministre
The main role of the Bureau de la sous-ministre is to provide the Deputy Minister with immediate assistance in carrying out the duties of the position, and to monitor all departmental activities. It also has responsibility for access to information and the protection of personal information. Last, it coordinates various department-wide actions, such as activities relating to the implementation of the Public Administration Act and its associated governance mechanisms—the strategic plan, the service statement and the management report.
Bureau de lutte contre l'homophobie
The mandate of the Bureau de lutte contre l'homophobie is to oversee the implementation, monitoring and assessment of the Government Action Plan against Homophobia and to provide interdepartmental coordination. It also provides liaison between various groups in the community of lesbian, gay, bisexual and trans (LGBT) persons.
Bureau des relations avec les partenaires de transformation de la justice
The mission of the Bureau des relations avec les partenaires de transformation de la justice is to oversee the transformation of the justice system, a government-wide process that involves many different stakeholders. In addition to its responsibility for the program for the organizational transformation of the administration of MJQ justice services, the BTOJ performs the following functions:
- Coordinate various government initiatives to transform the justice system (DPCP, MJQ, MSP and SOQUIJ) and monitor the action plan for medium- and long-term measures to reduce delays in criminal and penal cases;
- Coordinate the main outside stakeholders (judges, DPCP, MSP, Barreau, etc.);
- Coordinate the strategies to manage change and communications to facilitate the transformation of the justice system;
- Coordinate work to measure results in the transformation of the justice system;
- Coordinate the management of the legal issues involved in the transformation of the justice system;
- Monitor the government action strategy to reduce delays in criminal and penal cases;
- Oversee the civil component of the transformation, working with various partners.
Direction de l'audit interne, des enquêtes et de l'évaluation de programme
The Direction de l'audit interne, des enquêtes et de l'évaluation de programme is responsible for program evaluation and internal audit operations. It provides independent, objective assessments of departmental activities, allowing the Department to measure its degree of control over its own activities. It also helps the Deputy Minister and other managers perform their duties effectively, use their resources in an optimal fashion and meet departmental objectives.
Direction des communications
The Direction des communications is under the authority of the Ministère du Conseil exécutif, assists and advises the Department in its internal and external communications. It also oversees the application of the Act Respecting the Flag and Emblems of Québec.
Direction du soutien à la gouvernance et à la performance
The Direction du soutien à la gouvernance et à la performance plays a leading role in establishing strong governance and developing a focus on performance management within the Department. To support the Department, it performs and coordinates various actions connected to strategic positioning, and proposes intervention scenarios for performance management for both the Department and the justice system. It is responsible for coordinating strategic issues that involve planning, organization, monitoring and reporting, with the key aim of guiding the actions of senior management.
Direction de la gestion budgétaire, financière et des contrats
The Direction de la gestion budgétaire, financière et des contrats offers specialized advisory services to the Department's officials and managers in the management of budgetary and financial resources and contracts, and also provides operational services in the same areas for the Department as a whole. It coordinates all sustainable development activities.
Direction des ressources humaines
The Direction des ressources humaines advises the Department's officials and managers on best practices in the various fields of human resource management. It also drafts and implements policies and strategies to ensure the highest standards in the area of human resource management.
Secrétariat à la sélection des candidats à la fonction de juge
The Secrétariat à la sélection des candidats à la fonction de juge administers the process for selecting judges for the Court of Québec and municipal courts, as well as presiding justices of the peace. It also manages the procedure for appointing assessors to the Human Rights Tribunal and for appointing or designating judges to management positions or as assistant judges.
